Traffic

Based on data from a detailed traffic analysis, 2 reasonable alternatives - Alternative 2 for the ACR and Alternative 3 for the Interchange - plus a No-Build option were further analyzed based on traffic performance and level of service (LOS) in 2045.

Level of service is a standard measurement based on vehicle delay and speed, which reflects the relative ease of traffic flow on a scale of A to F. A through C represents a stable flow of traffic, D and E represents moderate traffic impacts, and F represents bumper to bumper traffic.

With no improvements to the study area, the combination of airport traffic, commuter traffic, and Boeing traffic is projected to cause the Michaux Parkway and International Boulevard corridors to have failing LOS of “F." 

 

Intersections along these corridors are projected to experience high delays, causing significant congestion.

 

The I-526 interchange ramps at International Boulevard and West Montague Avenue are also anticipated to have failing LOS of “F” in the afternoon peak hour.

The addition of the new ACR provides an alternative route for both airport and commuter traffic, separating this traffic from the traffic traveling to and from Boeing. This is anticipated to improve Michaux Parkway and International Boulevard LOS to “D” or better, as well as improve the I-526 interchange ramp LOS to “C” or better.

The new ACR is anticipated to have roadway LOS of “C” or better and intersection LOS of “D” or better, with the lone exception of the afternoon peak hour at the intersection with Michaux Parkway, which is projected to operate at LOS “E.” This is a significant improvement over the corresponding International Boulevard corridor in the No-Build option.
